MOTION Iannelli SECONDED Merkel to appoint Megan McCall to the Planning Commission for a term-ending June 30, 2027. All ayes. Motion carried.
2. Schedule Mid-Year Review City Council Meeting (Manager Colburn)
MOTION Mehuron SECONDED Morris to schedule the Mid-Year Review for Tuesday, September 3, 2024, at 5:30 p.m. All ayes. Motion carried.
3. Resolution #2024-21 Approval of 425 Agreement (Manager Colburn)
MOTION Merkel SECONDED Keaton to approve the Agreement for Conditional Transfer of Property between the City of Chelsea and the Township of Lima, Washtenaw County, Michigan. All ayes. Motion carried.
4. Non-Union Salaried Employees Wage Increases (Manager Colburn)
MOTION Iannelli SECONDED Mehuron to approve a 5% wage increase for non-union salaried employees and increases in fringe benefits by adding Juneteenth as a paid holiday, increase in healthcare savings plan to 3%, Increase healthcare opt out to $4,000, and increase defined benefit contribution to 9% effective as of July 1, 2024. All

5. Adopt Amendments to Purchasing and Contracting Policy (Manager Colburn)

6. Purchase of Backup Battery for Police Department (Chief Kazyak)
MOTION Merkel SECONDED Keaton to approve the quote from Graybar for the replacement of the Police Department’s UPS system in the amount of $40,705.89. All ayes. Motion carried.
7. Resolution #2024-22 to adopt Year End Budget Amendments (Director King)
MOTION Merkel SECONDED Morris to adopt Resolution #2024-22 Budget Amendments for Fiscal Year 2023-2024. All ayes. Motion carried.
8. Electric Department Pickup Purchase (Manager Stevens)
MOTION Iannelli SECONDED Merkel to approve a purchase order for $46,181.00 for the purchase of a Chevy 2500 4×4 truck for the Electric Department. All ayes. Motion carried.
9. Approval of Agreement with SME to Provide Environmental Soil Testing (Manager Colburn)
