SYNOPSIS Webster Township Board Meeting – April 15, 2025, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on April 15, 2025, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Brant Savander, Jeff Harms, Dan Munzel; Assessor Bill Sinkule; Deputy Supervisor Rick Kleinschmidt; Deputy Treasurer Amanda Weiss; Zoning Enforcement Officer Chuck Graham; Deputy Clerk Donna Whitney; Fahey Attorneys – Matthew Kuschel and Lindsey Gergel; and 3 citizens.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on 3/18/25; the Budget Public Hearing FY2026 meeting held on 3/18/25; the Special Board Meeting held on 3/27/25; and the Special Board Meeting held on 4/10/25, as presented. Carried.

Motion to approve the agenda as amended. Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for May 20, 2025. Carried.

Motion to receive and file the Consent Agenda Reports as presented. Carried.

Motion to enter closed session at 7:16 p.m. pursuant to MCL 15.268(1)(h) and MCL 15.268(1)(e) to discuss a confidential written legal opinion from the Township Attorney and to consult with the Township attorney regarding trial or settlement strategy in connection with Webster Township v Morningstar Ventures, LLC, case number 24-000418-AV, as discussion in open session would have a detrimental financial effect on the litigating or settlement position of the Township Board. Carried.

Motion to return to open session at 8:59 p.m. and authorize the Webster Township Attorney to proceed with Morningstar case management as discussed in Closed Session. Carried.

Motion to approve the 2025 Local Road Projects Agreement between the Township Board of Webster Township and the Board of Washtenaw County Road Commissioners, as presented, for an estimated total cost not to exceed $501,483. Carried.

Motion to adopt Resolution 25-15 as presented, to pay each Trustee at a rate of $6,052/year. Carried.

Motion to adopt Resolution 25-16 as presented, to pay the Clerk at a rate of $61,772/year. Carried.

Motion to adopt Resolution 25-17 as presented, to pay the Treasurer at a rate of $55,295/year. Carried.

Motion to adopt Resolution 25-18 as presented, to pay the Supervisor at a rate of $55,295/year. Carried.

Motion to nominate Dan Munzel & John Kingsley to represent Webster Township on the DAFD Interlocal Committee, with Mike DeAngelo as an alternate representative if Kingsley chooses not to serve. Carried.

Discussion: Parks Committee appointments. No action taken. Postponed.

Motion to amend Wage Policy No. 25-05, Wage Policies for Appointed Boards FY 2025-2026 as follows: Add a line to item #1: Compensation for the Planning Commission Recording Secretary shall be a per diem of $200. Add a line to item #2: Compensation for the Zoning Board of Appeals Recording Secretary shall be a per diem of $200. Add a line to item #8: Compensation for the Roads Committee Recording Secretary shall be a per diem of $125. Carried.

Motion to adopt Policy No. 25-06, Rental of Webster Township Hall, as amended. Carried.

Motion to move the Funding Agreement between the Township and Dexter Senior Citizens, Inc. with Webster agreeing to pay Dexter Senior Center a total of $50,000 in 12 monthly installments of $4,166.67, as amended. Carried.

Discussion: Amanda Weiss has been appointed as a Webster Township’s Deputy Treasurer.

Discussion: Formation of Employee Manual Committee.

Discussion: Michigan Townships Association – Online Premium Subscription Package.

Discussion: Discussion on per diem compensation for ZBA alternates.

Motion to adjourn the meeting at 10:25 p.m. Carried.
