Lima Twp: Board Meeting Synopsis 5/12/2025

Meeting called to order at 7:00pm.  Members present: Supervisor Bill VanRiper, Treasurer Nanette Havens, Clerk Ann Kwaske, Trustee Dale Luick, Trustee Greg McKenzie.

Motion by McKenzie, seconded by Luick, to approve the agenda with the revision of moving the New Business item on the 425 Agreement to after the Public Hearing and before Reports.  Motion passed 5-0.

Motion by McKenzie, seconded by Luick, to approve the consent agenda of Minutes of April 14 Regular Meeting,  Payroll ($14,733.39), and Accounts Payable ($15,589.42) as submitted.  Motion passed 5-0.

The board held a Public Hearing on a proposed 425 Agreement with Sylvan Township.  Attorney Thall gave an overview of the terms of the agreement.  Several residents posed questions and comments.

Motion by Kwaske, seconded by McKenzie, to table the vote on the 425 agreement until the June meeting at which time the board can vote on approving and authorizing executing the agreement.  Motion passed 5-0.

Motion by McKenzie, seconded by Luick, to accept the building owner’s notice to cease negotiations on the purchase agreement with Lima Township, and to stop any further expenditure of funds or investigation by Lima Township on the 50 S. Fletcher Road property.  Motion passed 3-2.

Motion by McKenzie, seconded by Luick, to table any action on the revised April 22 WCRC agreement until we get clarification on the Fletcher Road project cost which now exceeds our budgeted road fund.  Motion passed 5-0.

Motion by McKenzie, seconded by Luick, to table the ESTA policy until the July meeting after the Treasurer has taken the MTA training.  Motion passed 5-0.

Motion by McKenzie, seconded by Kwaske, to approve a 3 year agreement with Washtenaw Area Value Express (WAVE) based on the May 12 draft with a revision on year two from $8,000 to $10,000.  Motion passed 5-0.

Motion by Havens, seconded by Luick, to appoint Ron Howdyshell as representative for Zoning Board of Appeals to fill the vacancy with a term ending December 31, 2027.  Motion passed 5-0.

Motion by Luick, seconded by VanRiper, to appoint Kevin Kern as representative for Planning Commission to fill the vacancy with a term ending December 31, 2027.  Motion passed 5-0.

Motion by McKenzie, seconded by Kwaske, to appoint Jennifer Evens as the Chelsea Area Fire Authority board representative and Bill Van Riper as the alternate for the term ending December 31, 2025.  Motion failed 2-3.

Motion by Luick, seconded by Havens, to appoint Bill VanRiper as representative for Chelsea Area Fire Authority to fill the vacancy with a term ending December 31, 2025, and Jennifer Evens as alternate.  Motion passed 4-1.

Motion by Luick, seconded by Havens, to table the changes to the Zoning Fees until Mariano Sastre can be present to discuss and explain.  Motion passed 5-0.

Motion by Havens, seconded by Luick, to adjourn.  Motion passed 5-0.

Meeting adjourned at 8:46pm.
