  1. Consideration of Amendments to the Electric Utility Rate Schedule

Council Business

  1. Adopt Resolution #2025-4 Approving the Electric Utility Rate Increase (Manager Colburn)

MOTION Iannelli SECONDED Keaton to adopt Resolution #2025-4 to increase Chelsea Light & Power Electric Utility Rates and Fees by 1.5% each year starting March 1, 2025, through March 1, 2028. 6 Ayes, 1 Nay (Ruddock). Motion carried.

  • Approval of Guest Flag Raising – Progress Flag (Council Member Mehuron)

MOTION Morris SECONDED Merkel to approve the Guest Flag Raising Application and schedule the raising of the Progress Flag for June 1, 2025, through June 30, 2025. All ayes. Motion carried.

  • Approval of Appointment to Community Education & Recreation Commission (Mayor Pacheco)

MOTION Mehuron SECONDED Merkel to appoint Kevin Butler & Daniel Kaminsky to the Community Education & Recreation Collaborative (CERC) as community representatives. All ayes. Motion carried.

  • Approval of Appointment to Local Officers Compensation Commission (Mayor Pacheco)

MOTION Keaton SECONDED Iannelli to appoint Loren Rullman to the Local Officers Compensation Commission for a term ending to be determined. All ayes. Motion carried.

  • Approval of Reappointments to Parks & Recreation Commission (Mayor Pacheco)

MOTION Mehuron SECONDED Merkel to re-appoint Sam Angus and Shawn Personke to the Parks & Recreation Commission with term endings of March 1, 2028.  All ayes. Motion carried.

  • Adopt Resolution #2025-3 to Authorize the City Manager to serve as the Member Authorized Representative for MPPA (Manager Colburn)

MOTION Iannelli SECONDED Merkel to adopt Resolution #2025-3 to Authorize the City Manager to serve as the Member Authorized Representative to the Michigan Public Power Agency (MPPA) Energy Services Project. All ayes. Motion carried.

  • Approval of First Reading of Zoning Ordinance Text Amendment – Kennels and Boarding Facilities (Community Development Office, Montagno)

MOTION Iannelli SECONDED Morris to approve at First Reading Zoning Ordinance Text Amendment: Kennels and Boarding Facilities. All ayes. Motion carried.

  • Approval of Remediation Action Plan for the Landfill (Superintendent Lampel)

MOTION Keaton SECONDED Iannelli to approve the agreement with SME for the performance of the remediation action plan at the landfill. All ayes. Motion carried.
