NOTICE OF PUBLIC HEARINGS TO CONTINUE THE ONGOING OPERATION AND MAINTENANCE OF A RESOURCE RECOVERY SYSTEM THROUGH SPECIAL ASSESSMENT DISTRICT #1

TO: ALL THE RECORD OWNERS OF, AND PARTIES WITH INTEREST IN, ANY LANDS WITHIN THE SPECIAL ASSESSMENT DISTRICT DESCRIBED BELOW:

PLEASE TAKE NOTICE: the Board of Public Works (BPW) of the County of Washtenaw has declared its intention to continue to implement a recycling collection and processing system, including the ongoing operation and maintenance of recycling drop-off stations, a single stream material processing facility, and educational programs. Households in the district have access to recycling drop off locations listed at wwrarecycles.org.

The BPW has tentatively designated a special assessment district. If approved, all tax parcels identified as having a household or households located within Townships of Lyndon, Manchester, Lima, Dexter and Bridgewater in Washtenaw County as participating members of WWRA will be assessed. Each parcel will be assessed not more $35 per year, per residential dwelling, for access to drop off recycling services for a five-year period. The assessment shall be placed on the winter tax bill and shall be due and payable with your property taxes.

Information describing the Project including program elements and cost estimates has been prepared and is on file with the Washtenaw County Director of Public Works. The information is available for public examination at 705 N. Zeeb Road, Ann Arbor, Michigan 48103.

PLEASE TAKE FURTHER NOTICE: the Board of Public Works will hold a public hearing:

to hear any objections to the improvement and to the special assessment district

The owner or any person having an interest in property that is specially assessed may file a written appeal with the Michigan Tax Tribunal within 30 days after confirmation of the special assessment roll. However, appearance and protest at the public hearing are required in order to appeal the special assessment to the Michigan Tax Tribunal. An owner or a party in interest or his or her agent may (1) appear in person at the hearing and protest the special assessment or (2) file his or her appearance or protest by letter to Washtenaw County Public Works, P.O. Box 8645, 705 N. Zeeb Road, Ann Arbor, MI 48107-8645 before the close of the hearing. Letters received by mail or email at [email protected] received prior to the hearing will be read at the hearing.

The Board of Public Works shall maintain a record of parties who appear to protest at the hearing.
