SYNOPSIS Webster Township Board Meeting – October 21, 2025, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on October 21, 2025, at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Dan Munzel, Jeff Harms, Brant Savander; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney; attorney Matthew Kuschel; and 16 citizens.

Motion to approve the minutes of the Board of Trustees Regular Meeting held on September 16, 2025, and the Special Meeting held on September 23, 2025 as presented. Carried.

Motion to approve the agenda, as amended, pulling out the PDR report to be Action Item K, and amending item E replacing file scanning with office help. Carried.

Motion to amend the approved agenda adding Action Item L, Request to the PC. Carried.

Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for November 18, 2025. Carried.

Motion to receive and file the Consent Agenda as amended pulling out the DAFD report as a verbal report and pulling out the PDR Report to be Action Item K, PDR request for funds. Carried.

Motion to adopt the Ordinance amending the Private Road Ordinance as presented. Carried.

Motion to adopt Resolution 25-35 Private Road Application Moratorium. Carried.

Motion to deny the request by 9618 Base Lake for a refund for ZBA Application Fees. Carried.

Motion to get a new WCRC Agreement and to use remaining funds from the original WCRC Agreement for material to improve sections of Gregory Road. Carried.

Motion to hire Amanda Weiss for office help. Carried.

Motion to set a Change Order Authorization Amount to cap at $15,000.00 for Renovation Material Changes before coming to the Township Board for authorization. Carried.

Motion to increase funds for Road Committee members per diem by $3,125. Carried.

Motion to move $400,000 from General Fund to Capital Improvement fund for the Township Renovation Project and to increase that line item to $600,000. Carried.   

Motion to increase the legal services budget for Zoning and General line items by $50,000 to each line. Carried.

Motion to include the WAVE flyer in the winter tax mailing, to be reimbursed by WAVE. Carried.

Motion to approve an expenditure not to exceed $105,000, from the PDR fund, to purchase a conservation easement for property #2014-1C. Carried.

Motion to send a request to the Planning Commission to consider possible additions to the nuisance ordinance concerning residential lighting and condemned properties. Carried.

Discussion – Draft Private Road & Shared Driveway Ordinance

Special Meeting – A Board of Trustees Special Meeting has been scheduled for Thursday, November 6, 2025 at 7 p.m. for discussion and possible action on Potts Dr. Private Road; Township Renovation change order update and decisions; Closed Session with attorney.

Discussion – Potts Drive Extension, verbal update.

Discussion – Merkel Court road washout.

Discussion – Fire Department Parking Lot.

Concerns of Board Members – Savander shared the passing of Road Committee member Jeff Buchanen and recognized his time and service on the committee.

Motion to adjourn the meeting at 11:17 p.m. Carried.
