MOTION Merkel SECONDED Morris to approve the proclamation declaring November

to be Family Court Awareness Month in the City of Chelsea. All ayes. Motion carried.

3. Discussion Regarding Community Center Task Force Reorganization

MOTION Merkel SECONDED Ruddock to dissolve the Community Center Task Force

and establish the Community Education and Recreation Collaborative (CERC). 3 ayes, 4

nays. Motion failed.

4. Michigan Municipal League Liability & Property Pool Board Ballot (Manager Colburn)

MOTION Keaton SECONDED Merkel to vote in support of two Directors for the Michigan

Municipal League Liability & Property Pool: Thad Beard, City Manager of Rockford,

Michigan; and Dan Swallow, City Manager of Tecumseh. All ayes. Motion carried.

5. Approval of Energy Services Project, Amended and Restated Power Purchase

Commitment Authorization (Manager Colburn)

MOTION Keaton SECONDED Morris to approve Energy Services Project, amended and

restated Power Purchase Commitment Authorization. All ayes. Motion carried.

6. Approval of Contract with UIS for Electric Department Substation Inspections

(Operations Manager Stevens)

MOTION Ruddock SECONDED Morris to approve the contract with Utilities

Instrumentation Service for inspection of the City's electrical substations, in the amount

of $24,449.00. All ayes. Motion carried.

7. Approval of Purchase of Wheel Loader (Superintendent Bollinger)

MOTION Merkel SECONDED Ruddock to approve the purchase of the John Deere

544P loader from AIS Construction Equipment for a total cost of $259,724.16 with

financing terms as presented. All ayes. Motion carried.

8. Adoption of Resolution #2024-28 Approving PILOT Transfer (Director King)

MOTION Ruddock SECONDED Keaton to adopt Resolution #2024-28 approving the

PILOT transfer of $586,840 from the Electric Fund to the General Fund. All ayes. Motion

carried.

9. Approval of Purchase of Replacement Well Pump and Motor (Superintendent Powell)

MOTION Merkel SECONDED Iannelli to approve the purchase of a well pump and motor

from Peerless Midwest Inc. in the amount of $39,323.57. All ayes. Motion carried.

MOTION Iannelli SECONDED Merkel to enter into Closed Session to hold the City

Manager’s Annual Review pursuant to MCL 15.268(a). All ayes. Motion carried.

MOTION Mehuron SECONDED Iannelli to return to Regular Session. All ayes. Motion

carried.

Council Business

1. Consideration of Amendment to City Manager’s Contract

MOTION Merkel SECONDED Iannelli to table the item. All ayes. Motion carried.

MOTION Ruddock SECONDED Merkel to ask the City Manager and Sage Solutions to

work with Council Member Keaton and Morris to review and agree to a process and a

recommendation for change to the existing agreement with the City manager and bring

that back to council. All ayes. Motion carried.
