SYNOPSIS Webster Township Board Meeting, March 18, 2025, 7:00 P.M.
The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on March 18, 2025, at the Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Brant Savander, Jeff Harms, Dan Munzel; Assessor Bill Sinkule; Deputy Supervisor Rick Kleinschmidt; Deputy Clerk Donna Whitney and 13 citizens.
Motion to approve the minutes of the Webster Township Board of Trustees Regular February Meeting, held on February 18, 2025, as amended. Carried.
Motion to approve the agenda as amended, adding Action Item L, Road Appointment, and to postpone approving wage resolutions for the Trustees, Supervisor, Clerk and Treasurer until the April 15, 2025 Board meeting. Carried.
Motion to amend the agenda, adding Action Item M, Letter to Michigan Department of Agriculture and Rural Development (MDARD). Carried.

Motion to accept the Treasurer’s report and pay bills as presented, as well as those anticipated bills received before our next meeting scheduled for April 15, 2025. Carried.
Motion to receive and file the Consent Agenda Reports as presented, breaking out the Road Committee and PDR as verbal reports. Carried.
Motion to adopt the FY 2026 Budget as amended, amending 7 lines in the General Fund, supported by 2.6000 mills for the Public Safety Fund; 0.4735 mills for the PDR Fund; and 0.8225 mills for the Roads Fund. Carried.
Motion to table Budget Policies adoption until after Action Item K, Health Insurance. Carried.
Motion to adopt Policy No. 25-05 Budget Policies: FY 2026 as presented. Carried.
Motion to approve Resolution 25-08 as presented, to pay the in-house Assessor with Level III credentials a rate of $98,274.00 plus 8% retirement, as outlined in the adopted MERS plan and fringes as outlined in the Employee Handbook. Carried.
Motion to approve Resolution 25-09, as presented, to pay the Office Manager at the rate of $52,763.00 plus 7.75% retirement, as outlined in the adopted MERS plan and fringes as outlined in the Employee Handbook. Carried.
Motion to approve Resolution 25-10, as presented, paying the Office Assistant $20.00 per hour, with the rate to increase to $25.00 per hour after 90 days; The Property Inspector $25.00 per hour; and the Zoning Enforcement Officer $25.00 per hour, with the rate to increase to $30.00 per hour after 90 days. Carried.
Motion to approve Resolution 25-11, as amended, paying the Deputy Supervisor and Deputy Clerk/Election Support $32.50/hour, and the Deputy Treasurer at a rate of up to $32.50 per hour. Carried.
Motion to adopt Policy No. 25-03, Annual Policy for Township Operations 2025-2026, as amended, changing Regular Meetings to Regular Monthly Meetings. Carried.
Motion to approve Resolution 25-13 to amend Zoning Ordinance No. 08-11, to allow for administrative extensions for ZBA approvals for changes to nonconforming structures. Carried.
Motion to approve the Roadside Clean-Up to take place on Saturday, April 26, 2025. Carried.
Motion to pay Decker Agency, invoice #5623 for a Public Entity Insurance Package for a one-year period beginning 04/01/2025 in the amount of $20,210.00. Carried.
Postponed: Rental Agreement Policy.
Motion to approve the following budget amendments to the FY 2024/2025 budget: Deputy Clerk Wages, from $24,000 to $39,500; Bank Fees, from $0 to $200; Dexter Area Fire Department, from $973,766 to $1,023,766; Miscellaneous from $100 to 30,000, Construction in Progress from $0 to $3,500. Carried.
Motion to approve Resolution 25-12 as presented, allowing Board Officers (Supervisor, Clerk, Treasurer) to be eligible to participate in the employee health insurance, effective April 1, 2025, according to the same terms as applied to the full-time employees of the Township. Carried.
Motion to adopt Policy No. 25-04, Budget Policies: FY 2026, as amended, changing $3,500 to be $3,500 per month. Carried.
Motion to recommend appointing Thomas Carroll to the Road Committee, replacing a vacated position, for a term to expire December 2025. Carried.
Motion to request Supervisor DeAngelo to sign a letter addressed to the Michigan Department of Agriculture and Rural Development (MDARD) Farmland Program concerning policy changes affecting landowners. Carried.
