The Milan Library Board appointed retired CPA Jeff Neuburger to fill a vacancy on the board during its June 23 meeting.
Neuburger was one of two Milan residents who applied for the seat left vacant when former Milan Public Library Board Treasurer Darlene Helzerman resigned after nearly two decades of service. Milan resident Alyssa Litow also applied for the position, telling board members she loves libraries and believes they provide an important space where everyone has access to information.

Milan Library Board president Larry Biederman previously said that the board hoped to find a candidate qualified to serve as treasurer. Following a closed session, board members unanimously selected Neuburger who spent nearly 40 years working in healthcare finance and consulting.
Throughout his career, Neuburger has served as a controller, chief financial officer and compliance officer. He has also volunteered as treasurer at his church and has experience with conducting audit trainings, financial analyses, and board presentations for both nonprofit and for-profit organizations.
“I understand the mindset of nonprofits,” Neuburger said. “I prefer the nonprofit arena. I understand margin versus mission.”
After living in Milan for 10 years, Neuburger said he wanted a way to give back to the community following his retirement. The position is unpaid. His term will run through Dec. 31, 2028.
Board Discussion
In response to questions from the candidates, Library Board Vice President Vicki Zilke said the board benefits from members with varying levels of experience, ranging from Biederman, who has served for more than two decades, to Trustee Michelle Walters, who was elected last year.
“It’s nice to get new ideas or perspectives,” said Milan Library Director Susan Wess.
Weiss praised the board’s oversight while noting that members respect her role in managing the library’s day-to-day decisions.
“There’s a difference between micromanagers and rubber stampers and I think we have a nice balance between either one,” Biederman said.
Other business
The board also approved its $533,487.59 budget, and discussed ways to make sure library fines do not discourage people from using library services.
The Milan Library Board will meet again July 14 in the Lakeview Meeting Room at Milan City Hall.
